Finland reported the biggest annual increase in production in construction in Europe in November 2025, with a 14.5% rise, new data from Eurostat has found.
Other countries to report a notable increase, for which data was available, include Slovenia (+12.2%) and Czechia (+6.2%), while the biggest decreases were seen in Belgium (-4.9%), Austria (-4.9%), France (-4.5%) and Hungary (-3.5%).
At an EU level, seasonally adjusted production in construction decreased by 0.4% in November 2025, compared to the same month a year ago, while in the euro area, the decline was 0.8%.
Sector by sector
On a sector-by-sector basis, meanwhile, construction of buildings decreased by 1.5% in the EU in November, compared to November 2024, while civil engineering was down 1.2% and specialised construction activities rose by 1.0%.
On a month-on-month basis, meanwhile, there was a 1.1% decrease in production for both the euro area and the EU.
Hungary recorded the largest monthly decline in production in construction, at 7.3%, followed by Slovenia at 6.2% and Romania at 5.8%. At the same time, Slovakia saw a 3.5% increase, Finland was down 2.3%, and Bulgaria 1.5%, according to Eurostat.
