What EU country reported the highest annual inflation rate in November 2025?

Romania reported an inflation rate of 8.6% in November 2025, the highest in the European Union, new data from Eurostat has revealed.

According to the data, other countries to report a notable increase in annual inflation for the month included Estonia (4.7%), Croatia (4.3%), Austria (4.0%) and Slovakia (3.9%).

The lowest annual inflation rate, meanwhile, was reported in Cyprus (0.1%), followed by France (0.8%) and Italy (1.1%).

Inflation in the EU

The annual inflation rate stood at 2.4% in the European Union in November 2025, down from 2.5% in October. One year earlier, in November 2024, the inflation rate stood at 2.5%, Eurostat noted.

In the euro area, meanwhile, the annual inflation rate was 2.1% in November, stable compared to the previous month, and down slightly on the 2.2% recorded in November 2024.

The biggest contribution to the annual euro area inflation rate came from the services sector (+1.58 percentage points), followed by food, alcohol & tobacco (+0.46 percentage points), non-energy industrial goods (+0.14 percentage points) and energy (-0.04 percentage points).

Month-on-month inflation

On a month-on-month basis, comparing November 2025 with October 2025, Romania saw the biggest increase, of 0.5%, followed by Lithuania (0.3%).

Several countries reported a month-on-month decline in inflation, led by Malta (-3.2%), the Netherlands (-1.4%) and Cyprus (-1.1%). Read more here.
