What EU country reported the highest per capita immigration rate in 2024?

Malta reported the highest per capita rate of immigration from EU and non-EU countries in 2024, of 60 immigrants per 1,000 residents, new data from Eurostat has revealed.

This was followed by Cyprus (42 immigrants per 1,000 residents) and Luxembourg (38 immigrants per 1,000 residents).

At the other end of the scale, Slovakia registered just one immigrant per 1,000 residents, followed by France (6), Italy (8), Latvia (8), Bulgaria (8) and Poland (8).

On average, there were an estimated 9.2 immigrants per 1,000 residents in the EU in 2024.

Immigration numbers

According to Eurostat, in 2024, some 4.2 million people immigrated to the EU from non-EU countries – a figure that does not include asylum seekers or those fleeing the war in Ukraine. In addition, some 1.5 million people migrated between EU countries in 2024.

The total number of immigrants from outside the EU was higher than the number of intra-EU immigrants in almost all European countries, with the exception of Luxembourg, where 85.5% of immigrants were from the EU, and Romania (56.0%).

The highest proportions of immigrants from countries outside the EU were recorded in Czechia (87.0%), Italy (86.2%) and Spain (84.5%), Eurostat noted. Read more here.
