Consumer confidence sees a moderate increase in Finland

The consumer confidence indicator stood at -7.4 in Finland in April 2025, a moderate increase on the -8.2 recorded in March and -9.0 in February, according to new data from Statistics Finland.

This is a notable improvement on the -12.6 reported in April 2024, however it is well below the -2.7 long-term average, the data showed.

Consumer confidence was strongest in eastern Finland, where it stood at -5.0 in April, while it was weakest in southern Finland, outside greater Helsinki (-9.6). In terms of the consumer confidence amongst different socio-economic groups, those on lower salaries were the most optimistic (-2.2), while pensioners had the gloomiest expectations regarding economic development (-14.7).

Men (-5.1) were more optimistic than women (-9.7), according to the data.

Economic outlook

Despite the small increase in consumer confidence, the outlook for Finland’s economic development worsened, Statistics Finland noted.

‘In April, consumers’ previously subdued views on Finland’s economic development weakened compared to March,’ it said. ‘By contrast, estimates of consumers’ own economy at present improved but were still very weak. Expectations concerning one’s own economy in 12 months’ time also rose slightly in April.

‘Compared to one year ago, consumers’ views on the economy in general brightened somewhat in April.’

Personal finances

Some 26% believed that their own personal finances were weaker at the time of the survey compared to one year ago, while 23% believed that their personal economic situation was stronger.

In addition, 64% believed that the economic situation of the country was worse than one year ago, with just 8% viewing it as better.

Elsewhere, just 5% of employed persons believed that their risk of unemployment had lessened, while 28% thought the risk had increased.

Inflation expectations remain high, with Finnish consumers estimating that prices have risen by 5.4% over the past year, and expect a 4.2% increase over the next twelve months.
