More than 80% of EU citizens have engaged with public services at least once in the previous year

More than four fifths of EU citizens have interacted with public administration services at least once in the past year, with more than half doing so several times annually, new data from Eurobarometer has revealed.

According to two Flash Eurobarometer surveys that were conducted during 2025, 11% of respondents engaged with public administration services at least once a month, 52% several times a year and 23% once a year (in the past two years).

Among businesses, the level of interaction is even higher, with around 90% reporting at least annual engagement. Some 35% report having interacted with servics at least every month, 44% several times a year and 12% once a year.

Satisfaction levels

When it comes to satisfaction levels with public administration services, responses were mixed. Some 44% of respondents expressed satisfaction with the services in their country, while 25% reported dissatisfaction.

Businesses reported similar patterns, with 42% expressing satisfaction and 24% indicating dissatisfaction. The data suggests that while a plurality of respondents view services positively, a significant proportion remains either neutral or dissatisfied.

Accessing services

The surveys also examined how public administration services are accessed, with digital channels the most commonly used form of communication. More than half of respondents (55%) reported using online services when interacting with public administration, while 85% of businesses reported the same preference.

Despite the growth of digital access, in-person interactions remain significant. Around 42% of citizens and 37% of businesses continue to rely on face-to-face communication with public authorities. Read more here.
