What EU country has the most businesses using cloud computing services?

Other countries to report a high percentage of firms using cloud computing services include Italy (75.6%) and Malta (74.9%), while the lowest percentages were recorded in Bulgaria (17.8%), Greece (24.3%) and Romania (24.9%).

Cloud computing across the EU

At an EU level, just over half (52.7%) of EU enterprises used cloud computing services, for software, computing power, and storage purposes, in 2025.

This is a 7.4-percentage-point increase on 2023, and a significant gain on 2014, when just 17.8% of firms used cloud computing services.

Over the past two years, i.e from 2023 to 2025, the biggest increase in the use of cloud computing services was recorded in Lithuania, which reported a 19.7-percentage-point increase in the use of said services. This was followed by Italy (+14.2 percentage points) and France (+13.7 percentage points).

In terms of the services bring used, of those firms that use cloud computing, email was the most common application, cited by 85.2% of respondents, followed by office software (71.7%) and file storage (71.5%).

Other popular applications included security software 65.5%), finance or accounting software (58.2%) and hosting the enterprise’s database (45.5%), Eurostat noted.

The statistics are based on a 2025 EU survey on ICT usage and e-commerce in enterprises and cover businesses with at least 10 employees. Read more here.
