On a quarter-on-quarter basis, employment increased by 0.4%, the data showed.

Growth drivers

The highest growth rate in terms of quarterly growth was seen in the public sector. Government and other public services recorded the strongest increase, rising by 1.2% compared with the third quarter of 2025.

On an annual basis, meanwhile, public administration and related services expanded by 4.4%, making them the main contributors to employment growth over the year. Within this category, central government services and social work activities without accommodation showed the largest increases.

In contrast, the construction sector experienced a decline in employment, falling compared to the previous quarter, and down 1.3% compared with the same period in 2024. The largest decline was recorded in specialised construction activities.

Cross-border workers

The data also shows that resident workers and cross-border employees contributed equally to quarterly jobs growth in Luxembourg, each increasing by 0.4% compared with the previous quarter. However, there were differences within the cross-border workforce. The number of workers commuting from Germany declined by 0.8% compared with the fourth quarter of 2024.

The employment figures are based on a national accounts methodology structure, which includes all individuals working within Luxembourg’s territory, regardless of their country of residence. Read more here.
